It's bad feng shui and business to be the upper level.  A number of store fronts are shuttered.  You don't see that on the ground level.  But if you run a good business and offer good food and decent prices, they will come.

A great thing about this place is that it has a parking lot albeit on the small side.  The food is decent and competitive but is nothing extraordinary.  I have no complaints and feel it is worthwhile to return.

Hello Jasmine is one of a limited number of food stalls occupying the basement level of Richland Center which shows a lack of maintenance and upkeep. That gives pause to hygiene and food safety.

Chicago Chinatown isn't that big but start counting and walking and you'll find it likely has one of the greatest concentration of restaurants in Chicago.  Great Wall is another Chinatown restaurant on the list to determine if it a keeper or a one night stand.

Chinatown restaurants come and go but I remember Won Kow being around since I was young. My parents would make trips every so often to Chinatown but we never did stop in at Won Kow. Going through the doors and walking up a long flight of steps takes me back in time to the 70’s, maybe even earlier.
